Amazon Web Services (AWS) has been revealed as the end customer behind Project Blue, a hyperscale data center campus in Southern Arizona. Initially developed by Beale Infrastructure—backed by Blue Owl Capital—the project site was rezoned and sold by Pima County for $20 million between 2024 and 2025. According to county memos surfaced in July 2025, AWS is the intended operator. Project Blue is now the largest data center development in Southern Arizona. The campus will be powered by Tucson Electric Power, with reclaimed water planned for cooling. Satellite imagery from June 21, 2025, shows no construction activity on-site yet.
